According to three individuals directly involved in the process, India's Agricultural Export Policy (AEP), which has been in place for six years, is about to undergo a revision as the country's farm export basket diversifies and export destinations change.

New Agro-Export Policy Proposed

In addition to ensuring adherence to international standards, the proposed review will work to promote value-added products and increase the competitiveness of Indian agricultural products. On the condition of anonymity, the individuals mentioned above stated that it will also look for methods to maintain solid relationships with traditional partners while fostering trade ties with emerging markets.

Our agricultural exports have been steadily increasing over the last five years. The policy must be reviewed to align our export targets with changing market demands. The review process will begin in consultation with the agriculture ministry, and a timeline will be established,” according to one of the three people mentioned above.

India’s Agro-Exports

India was ranked the world's eighth-largest agricultural exporter in 2023, despite a drop in exports from $51.12 billion in FY23 to $48.77 billion in FY24. In recent years, changing global demand patterns, evolving trade partnerships, and advances in agricultural technology have all contributed to a shift in how and where agricultural products are traded.

The government launched a comprehensive AEP in 2018 with the goal of doubling annual agricultural exports to $60 billion by 2022 and $100 billion in subsequent years. However, from $53.12 billion in FY23 to $48.77 billion in FY24, agricultural exports decreased by 8.19%. The decrease is mostly attributable to export limitations on wheat and rice that were put in place to maintain local prices and guarantee domestic food security.

New Target Markets

The emphasis will be on processed foods in order to reach new markets. Organic products are also seeing an increase in demand. Our export infrastructure also needs to be upgraded to meet export targets,” the third person stated.

India exports a diverse range of agricultural products such as rice, wheat, vegetable oils, fresh fruits and vegetables, pulses, spices, cashew nuts, marine products, sugar, coffee, processed fruits and juices, Ayush and herbal products, tea, dairy products, tobacco, poultry products, and meat. India's top ten export destinations include the UAE, Singapore, Tanzania, Angola, Ghana, the Netherlands, Congo, Kenya, the United States, and Haiti.

Experts believe the policy should focus on maintaining consistency in existing exports while also protecting farmers' interests. New markets in Latin America, South America, and Scandinavia should be explored. Given their significant export potential, Indian millets should be promoted through a clear policy,” according to Yadav.
