India's Rice Export Policy

In a move to maintain domestic food security and keep an eye on prices, non-Basmati white rice exports were outlawed on July 20.

Such a rice variety was previously permitted for export from India to Nepal, Cameroon, Cote d'Ivoire, Republic of Guinea, Malaysia, Philippines, Seychelles, United Arab Emirates, and Singapore.

According to a notification released by the Directorate General of Foreign Trade (DGFT) late on Thursday evening, exports to these nations are allowed through National Cooperative Exports Limited (NCEL).

When the DGFT first amended the rice export policy, it insisted that exports would only be permitted if other countries were granted permission to meet their food security needs and if their governments so requested.

One of the main importers of non-basmati rice from India is the West African nation of Benin. The UAE, Nepal, Bangladesh, China, Cote D'Ivoire, Togo, Senegal, Guinea, Vietnam, Djibouti, Madagascar, Cameroon, Somalia, Malaysia, and Liberia are additional destination countries.

India implemented extra measures in late August by setting a minimum floor price for exports of basmati rice. This was done to stop non-basmati white rice from being exported, which had been banned since July.

According to an official notification, the central government decided to extend the 20% export duty on parboiled rice until March 31, 2024. Parboiled rice is rice that has been partially boiled with husk.

The initial purpose of the duty, which was imposed on August 25, 2023, was to ensure sufficient domestic availability and monitor its price. It was scheduled to be in effect until October 16, 2023.

India, fearing low production from a decline in the area under paddy crop, outlawed the export of broken rice in September 2022 and levied a 20 per cent duty on exports of all non-Basmati rice, excluding parboiled rice. November saw the lifting of the ban.
