Pulses Stock Limit Policy Change

An official gazette notification was issued late on Thursday, but it did not specify the reasons for the exemption granted on this specific pulse.

The government set stock limits on pulses on June 21 for importers, millers, wholesalers, large chain retailers, and retailers. The goal was to improve consumer affordability by discouraging unscrupulous speculation and hoarding.

This order set stock limits for all States and Union Territories for tur and chana, including Kabuli chana, through September 30, 2024.

The stock limits for each pulse will be as follows: 200 MT for wholesalers; 5 MT for retailers; 5 MT at each retail location and 200 MT at the depot for large chain retailers; and the last three months' production or 25% of the yearly installed capacity, whichever is greater, for millers.

Regarding importers, importers are not permitted to retain imported inventory for more than 45 days following the date of customs clearance. 

By July 12, 2024, the relevant legal entities must bring their stock holdings down to the prescribed stock limits if they are holding more than the prescribed amount. They must disclose their stock position on the Department of Consumer Affairs' portal, https://fcainfoweb.nic.in/psp.

Imposed Stock Limits

The government has taken a number of actions to curb the price of necessities, including imposing stock limits on tur and chana. The Department of Consumer Affairs has been closely monitoring the stock position of pulses via the stock disclosure portal.

To boost domestic production, the government reduced the import duty on desi chana of 66%, effective May 4, 2024.

“The duty reduction has facilitated imports and resulted in increased chana sowing in major producing countries. According to reports, chana production in Australia is expected to increase from 5 lakh tons in 2023-24 to 11 lakh tons in 2024-25, with availability beginning in October 2024,” the food ministry stated in June.

It is anticipated that this season will see a significant increase in the sowing of Kharif pulses like tur and urad due to high price realization by farmers and above-normal monsoon rains predicted by IMD.

Additionally, it is anticipated that imports of this year's crop of tur from East African nations will begin in August 2024.
