According to Russia's state agricultural export agency, Agroexport, Russia's wheat flour exports increased in 2024 in terms of both volume and value, with shipments to Afghanistan doubling from the year before.

The agency's report revealed that Russia's flour exports rose 7% and 3% in value terms last year, with approximately $300 million worth of exports.

According to the report, Afghanistan, which has consistently been the world's largest importer of flour, imported almost $80 million worth of Russian flour, which is double what it did in 2023. Since the US military left Afghanistan in 2020, Russia has been fortifying its relations with the war-torn nation.

According to the report, China, which has also grown closer to Russia politically in recent years, was the country's second-largest importer of Russian flour in 2024.

The International Grains Council reports that in 2023–2024, Russia exported a record 1.15 million tonnes of wheat flour (wheat equivalent), the highest ever. According to the IGC's latest forecasts, Russian flour shipments will reach 950,000 tonnes in 2024–2025, a 17% decrease but still a record high.
